Roon provides only a slight upgrade to Hippers firepower, as required as it faces higher tier enemies. The added heal keeps her in the game much longer, and Roon and Hindenburg benefit from a bonus 4th charge of Repair party as standard. Roon can swap the fighter (which is useless when facing no aircraft and arguably useless even when facing them) for a spotter which provides a useful range boost that can contribute to any game. In terms of actual playstyle, Roons gun layout makes her slightly more inclined towards kiting, and her lack of torpedoes and more deadly opposition also make keeping a distance more desirable. Lastly, Roon has access to spotter plane and repair party, which Hipper lacks. Roon also lacks Hippers numerous torpedoes, although these should only be used in desperate, close-quarters situations anyway. However, Roon doesn't reload as fast as Hipper does until the guns are upgraded, plus her triple turrets turn slower and she can face superships. Roon has many of Hippers strengths, and as a tier 9 ship also has access to the slot 6 upgrade module for increased rate of fire or reload, and Roon has 9 of the same rifles Hipper uses. My opinion is probably outdated as I haven't touched either ship in a few years but that's how I remember it being - Roon was very underwhelming. Hindenburg is amazing though, definitely my favourite TX cruiser - so there's a great cruiser at the end of the line for you. I ended up free exping Roon because I just couldn't deal with her. Theoretically, Roon should therefore be better at kiting (which is how you play German cruisers) but I didn't really find this to be the case. Hipper has 4 x 2 main guns, whereas Roon has 3 x 3 - 2 turrets of which are located at the rear of the ship. They also get decent armor, though again Roon felt very squishy when I played her, getting citadelled from weird angles and distances. Both ships have strong AP shells, German hydro etc - Roon also does get a repair party, but then again most T9s also get one. Mainly because of the enemies that Roon at T9 will have to fight (especially superships and supercarriers), but also because of the turret layout. Hipper is the better ship (or was) in my opinion - my stats in both ships speak to this.
